In fact, I think it is a sad day when a person stops wanting to swing on the swings in the playground ;).<br /><br />In answer to your question, it's economic. I don't know where you were in Calfornia but I am going to wager the the surfacing on the swings you were oogling wasn't rubber. If it was in a public park that needed to be ADA compliant, I'll wager the surfacing was woodchipss.<br /><br />Woodchips are used quite a bit in Calfornia because it is a drier climate and they don't have the problems with mold and bugs that we do here in the tropics.
